What counts as Architecture and engineering offices

Division 71 is titled “Architectural and engineering activities; technical testing and analysis”. It groups planners and testers together. For most requests, the two classes of group 71.1 are what counts.

Both classes are subdivided further at the fifth digit. For engineering offices the breakdown is still coarse: “technical specialist planning and engineering design” covers building services planners alongside design offices for mechanical engineering. If you are looking for building planners, name the specialty.

Lists of architects: state law with sixteen chambers

Professional law for architects and consulting engineers is a matter for the federal states. Each state has its own chamber and its own act; the basic principles are similar.

Protected professional title
Taking Bavaria as an example: only persons entered in the list of architects may use the title “Architektin” or “Architekt”; the same applies to “Beratende Ingenieure” (consulting engineers) (Art. 1 Bavarian Chambers of Construction Act). In Bavaria, the lists are kept by the Bavarian Chamber of Architects and the Bavarian Chamber of Engineers.
Information from the list
Under the Bavarian act, anyone who demonstrates a legitimate interest receives information; the chamber may publish the details unless the person concerned objects (Art. 20 BayBauKaG). We have not checked for every state how other states regulate this or which search functions the chambers offer.
“Ingenieurbüro” is not protected
An office may call itself an engineering office (Ingenieurbüro) without being a member of a chamber of engineers. The chamber lists therefore only cover part of class 71.12.

Not in the export

  • Names of the registered architects and engineers as a separate column
  • Chamber membership and list number
  • Specialty, work stages and project types
  • Authorisation to submit building applications
  • Number of employees and reference projects

These 15 columns are included.

The chamber counts people, the list counts offices

The list of architects includes every registered person – including the architect employed at the local building authority and the retiree. A company list contains offices, i.e. economic units with a business address. The two figures cannot be converted into one another.

Architects and consulting engineers practise a liberal profession. A sole practice is not in the commercial register. Joint practices are partnership companies registered in the partnership register or planning companies in the form of a GmbH. For sole practices, the legal notice (Impressum) on their own website is usually the only public source; such a record is personal data.

The work stages an office covers, its types of projects (residential, commercial, public buildings) and its size are not apparent from any public register.

Example request

We manufacture façade systems and are looking for architecture practices for building construction (71.11.1) in Berlin, Brandenburg and Saxony with a website, to send planning documents by post. Interior architecture and landscape design offices should not be included. How many offices does the selection contain?

Training programmes sent by post to architecture and engineering offices.

Questions

Architecture and engineering offices: frequently asked questions

No. What counts is the office’s activity under WZ class 71.11, not whether a person is entered in the list of architects. The export does not show whether an office is run by a registered architect.

For engineering offices, the classification only distinguishes overall structural planning, technical specialist planning, surveying and other. Structural design and building services are not separate positions. A selection by specialty relies on the office name and activity description and is an approximation.

Insofar as they appear in the dataset’s sources as an office whose main activity is 71.12 or 71.2. Official appointment or recognition as a checking engineer (Prüfingenieur) is not a field in the export.
